Merge patch by TheReign
* Adds support for DH1080_INIT_cbc keyx recognition and responds appropriately to it.
* Note: keyx still won't work the other way around with _cbc clients as KVIrc defaults DH1080_INIT/DH1080_FINISH to CBC instead of ECB as the _cbc client expects. (Not a huge deal as long as said client initiates the keyx, it will be fine. at least they can keyx now)
